The crawl space environment is governed by a number of factors that can affect the Relative Humidity (Rh).  Foundation ventilation holes allow outside air to ventilate the crawl space through passive ventilation.  In crawlspaces without foundation ventilation, the cause of high Rh values can be more difficult to assess.  In some cases, there is excess groundwater seeping through the foundation and causing evaporation of water vapor.  In other cases, a faulty drain field or sump pump might be directing an active water infiltration into the crawl space.
